Opening remarks and vision for American revival
Speaker Johnson, Vice President Vans, First Lady of the United States, and Members of Congress, thank you very much.To my fellow countrymen, America is back.
Six weeks ago, I stood under the dome of this Capitol building and declared the dawn of the American Golden Age.From that moment on, we have taken rapid and unremitting actions to usher in the greatest and most successful era in our history.We accomplished what most governments struggled to accomplish in four or eight years in 43 days – and that’s just the beginning.Thanks.
I will return to this conference hall tonight and report to you: the development momentum of the United States has returned.Our spirit is back.Our pride is back.Our confidence is back.The American Dream is thriving — bigger and better than ever.The American dream is unstoppable, and our country is on the verge of revival that the world has never seen before, and perhaps it will never be seen again.Never before have such a thing been done.
The November 5 presidential election is a public opinion mandate that has never been seen in decades.We won all seven swing states and received 312 votes in the Electoral College.
We won by a big score in the universal suffrage, winning 2,700 counties nationwide, compared to only 525 counties in the opponent, which makes the election map almost completely republican red.Now, for the first time in modern history, more Americans believe that our country is heading in the right direction, not in the wrong direction.In fact, it’s a surprising record: the magnitude of change of 27 points, the largest ever.
Similarly, the small business optimism index hit its biggest monthly increase in history, jumping 41 points.
Administrative Achievements and Government Reform
Over the past six weeks, I have signed nearly 100 executive orders and over 400 administrative actions, setting a record for restoring common sense, security, optimism and wealth on our wonderful land.The people elected me to do this work, and I was working hard to do it.
In fact, many people have stated that the first month of our presidency—it is our presidency—is the most successful in our history.Many people say so.
What’s even more impressive is, do you know who ranks second?George Washington.What do you think?What do you think?I don’t know much about that ranking, but we’ll take it.Within hours after taking the oath of office, I declared a national emergency on the southern border.I deployed the U.S. military and border patrols to resist the invasion of our country.How great they did.As a result, the number of illegal crossings last month hit a record low in history.
They heard me and chose not to come.This is much easier.By contrast, hundreds of thousands of people illegally cross the border every month under the worst president in U.S. history, and almost all of them, including murderers, drug dealers, gang members and people from mental hospitals, are released into our country.Who would want to do this?
This is the fifth time I have made such a speech in Congress, and again, I look at the Democrats in front of me and realize that nothing I say can make them happy, can’t make them stand up, smile or applaud.I can do nothing.I might find the cure for the most destructive disease, a disease that could wipe out the entire country, or declare the greatest economic answer in history, or reduce the crime rate to the lowest ever, and these people sitting here will not applaud, stand up, and certainly will not cheer for these astronomical achievements.They wouldn’t do that anyway.I’ve spoken here five times.This is so sad.This shouldn’t be the case.
So, the Democrats sitting in front of me, just tonight, why not join us and celebrate many incredible victories in the United States?For the interests of our country, let us work together to make the United States great again.
Every day, my administration is working to deliver the change America needs and brings the future America deserves, and we are doing that.This is an era of big dreams and bold actions.After taking office, I immediately freeze all federal recruitment, all new federal regulations, and all foreign aid.
I ended the ridiculous “green new scam”.I pulled out of the unfair Paris climate agreement, which cost us trillions of dollars while other countries don’t pay.I quit the corrupt World Health Organization.I also withdraw from the anti-US UN Human Rights Council.We end all the environmental restrictions that Biden makes our country less secure and completely unaffordable.Importantly, we ended the crazy EV mandate of the last government, saving our auto workers and companies from economic disasters.
To liberate our economy, I directed that for every new statute to be made, 10 old statutes must be eliminated—like I did in my very successful first term.
During our first term, we set a record of ending unnecessary rules and regulations, which is unprecedented.We ordered all federal staff to return to the office.They either came to work in person or were fired.We ended the weaponized administration, for example, allowing an incumbent president to viciously prosecute his political opponents, like me.What is the result?Not very good.Not very good.
I have stopped all government censorship and brought back free speech in the United States.It’s back.Two days ago, I signed an order to make English the official language of the United States.I renamed the Gulf of Mexico to the Gulf of America.Similarly, I renamed the Mountain McKinley Hill for the great President William McKinley Hill.Beautiful Alaska, we love Alaska.We love Alaska.
Oppose “Awakening” policies and social issues
We ended the so-called authoritarian policy of diversity, equity and inclusion across the federal government.Indeed, the same is true in the private sector and in our military.Our country will no longer be “awakened”.We believe that whether you are a doctor, accountant, attorney or air traffic controller, you should be hired and promoted based on your skills and abilities, not based on race or gender.This is very important.You should be hired based on your ability to be hired.The Supreme Court allowed us to do so in a brave and very powerful decision.Thanks.Thank you so much.Thanks.
We have removed the poison of critical race theory from our public schools, and I signed an order that led to the official U.S. government policy that only two genders: male and female.I also signed an executive order prohibiting men from participating in women’s sports competitions.
Three years ago, Payton McNabb was an All-Star high school athlete, one of the best athletes, preparing for college athletics.But when she was in the women’s volleyball game, a man invaded the game, and he slammed the ball violently on Payton’s face, causing a traumatic brain injury, partially paralyzing her right side and ending her athletic career.This was a blow she had never seen before.She had never seen anything like this before.Payton is in the audience tonight, Payton, from now on, the school will either kick the men out of the women’s team or will lose all federal funds.
If you really want to look at the data and see what happens in women’s boxing, weightlifting, track and field, swimming or cycling, a man recently finished the race with a 5-14-minute lead over the women in a long distance race, setting a new record, leading by 5 hours – breaking the record by 5 hours.This is demeaning to women and is also very unfavorable to our country.We will no longer tolerate this situation.
All I describe is just a small part of the common sense revolution that is now sweeping the world—because we—.Common sense has become a common theme, we will never look back, we will never–will never let this happen.
Economic Policy and Inflation Countermeasures
One of my top priorities is to save our economy and provide quick and direct relief to working families.We are known to inherit economic disasters and inflation nightmares from the last government.
Their policies have pushed up energy prices, pushed up food costs, and made the necessities of life for millions of Americans out of reach.They have never experienced this.We have experienced the worst inflation in 48 years.Perhaps even the worst in our country’s history, they are uncertain.As president, I work every day to reverse this damage and make America affordable again.
Biden has made egg prices particularly out of control.Egg prices are out of control.We are working to get it back.Minister, do this – you inherited a mess from your previous government.Do a good job.Our main focus of combating inflation is to quickly reduce energy costs.The former government reduced the number of new oil and gas leases by 95%, causing pipeline construction to almost stagnate and closed more than 100 power plants — many of which we are now reopening.
To be honest, we have never seen this.That’s why, on my first day in office, I declared a national energy emergency.As you’ve heard me say many times, we have more “liquid gold” under our feet than any country on Earth, and by far the most, and now I fully authorize the most talented team ever to get it.This is what is called “drilling, baby, drilling”.
My government is also building a giant natural gas pipeline in Alaska, one of the largest in the world, with Japan, South Korea and others looking to be our partners, each investing trillions of dollars.Never had a project like this.It will be truly spectacular.Everything is ready.The license has been obtained.
Later this week, I will also take historic action to significantly expand the production of key minerals and rare earths in the United States.
To further combat inflation, we will not only reduce energy costs, but also end blatant waste of taxpayer funds.To do this, I created a brand new Ministry of Government Efficiency (DOGE).Maybe you’ve heard of it.Maybe.The department is led by Elon Musk, who is in the audience tonight.
Thank you, Elon.He works very hard.He doesn’t need this.He doesn’t need this.Thank you very much, we are very grateful.Everyone here—even those here are grateful, I believe.They just don’t want to admit it.Check out some of the shocking waste we’ve found.
The Department of Health and Human Services provides free housing and cars for illegal immigrants.$45 million is spent on diversity, equity and inclusion scholarships in Myanmar.$40 million is used to improve social and economic inclusion for sedentary immigrants.No one knows what that is.$8 million is spent on promoting LGBTQI+ in the African country of Lesotho, a country that no one has ever heard of.
$60 million is spent on empowerment of native Central American and African Caribbeans – $60 million.$8 million is spent on desexualizing mice—that’s true.$32 million was spent on left-wing propaganda operations in Moldova.$10 million is used for male circumcision in Mozambique.$20 million is spent on the Arab version of Sesame Street in the Middle East.This is a project.$20 million is spent on a project.
$1.9 billion went to the recently formed residential decarbonization committee, which was taken over by — we know she was involved — at the last minute the money was taken over by a woman named Stacey Abrams.Have you heard of her?
$3.5 million in luxury consulting contract for fish monitoring.$1.5 million is spent on voter confidence in Liberia; $14 million is spent on social cohesion in Mali; $59 million is spent on hotel rooms for illegal immigrants in New York City.He is a real estate developer.He did a great job.$250,000 is used to increase vegetarianism in Zambia’s local climate action innovation.$42 million is spent on social and behavioral change in Uganda.
$14 million is used to improve public procurement in Serbia.$47 million is used to improve learning outcomes in Asia.Asia does a great job in learning.You know what we are doing—we can use this ourselves.And $101 million spent on the Department of Education’s diversity, equity and inclusion contracts – the most paid amounts ever, without any similar amounts.
All these scams—and even worse—under the Trump administration, but I don’t think it’s appropriate to discuss them.They are too bad.There are many more that have been discovered and exposed and quickly terminated by a very smart, mostly young team that is led by Elon, for which we are grateful.We discovered hundreds of billions of dollars in fraud.
We recovered that money, reduced our debt to fight inflation and other things – a lot of money was recovered.We caught up in time.This is just the beginning.
The Government Accountability Bureau, the Federal Government Office, estimates that our country will be defrauding more than $500 billion each year.We are trying to stop it.We will do it.We also find shocking incompetence and possible fraud in the Senior Social Security Program that our seniors and our loved ones rely on.
Believe it or not, the government database lists 4.7 million members aged 100 to 109 in Social Security.It lists 3.6 million people aged 110 to 119.I don’t know any of them.I know some pretty older people, but not that old.3.47 million people aged 120 to 129.3.9 million people aged 130 to 139.3.5 million people aged 140 to 149.Many of them are collecting money and we are searching now.
In fact, Pam, good luck.Good luck.You will find it.But a lot of money is paid to these people because the money is being paid and no one is doing it – it really hurts social security and harms our country.1.3 million people aged between 150 and 159, and more than 130,000 people aged over 160, according to the Social Security Database.I think our country is healthier than I thought, Bobby.
Finally, there are 1,039 people aged between 220 and 229.A person is between 240 and 249 years old – a person is listed as 360 years old.Over 100 years old – over 100 years older than our country.But we will find out where that money went and the result will not be very good.By cutting down on all the fraud, waste and theft we can find, we will beat inflation, lower mortgage rates, lower car payments and food prices, protect our seniors and put more money in the pockets of American families.
Today, interest rates have seen a beautiful drop, a sharp drop – it’s time.In the near future, I want to do something I haven’t done in 24 years: Balance the federal budget.We want to balance it.With that in mind, we have made a detailed plan for what we call the Gold Card and it will soon start selling.For $5 million, we will allow the most successful job-creating workers from around the world to purchase U.S. citizenship.
It’s like a green card, but better and more complex.These people will have to pay taxes in our country.They don’t have to pay taxes where they were.They make money, you won’t want to do that.But they have to pay taxes and create jobs.They will also fund tuition for college students so we can keep them in our country rather than being forced to leave.For example, the first student at a top school was forced to leave and not allowed to stay to create a large number of jobs and achieve great success for the company.
So, when we expel those who are under the Democrats, Biden administration’s open border policy—open borders, crazy policies, you allow criminals, killers, traffickers and child predators to destroy our country, we will now bring in smart, hardworking, job-creating people.They will pay a lot of money and we will use that money to reduce our debt.
Americans have given us a bold and profound authorization for change.The federal bureaucracy has grown for nearly 100 years until it suppresses our freedoms, expands our deficits, and hinders the potential of the United States in every possible way.The country, founded by pioneers and adventurers, is now flooded with millions of pages of regulations and debt: approvals that should have taken 10 days, but instead take 10, 15, or even 20 years to obtain, and then rejected.
At the same time, we have hundreds of thousands of federal workers who are not at work.My administration will take power back from this irresponsible bureaucracy and we will restore true democracy in America.
Any federal bureaucrat who resists this change will be immediately dismissed.Because we are draining the swamp.This is very simple.The days of non-elected bureaucracy rule are over.
The next phase of our plan to offer the greatest economy in history is the passing of a bill to cut taxes for all.They are there.They are waiting for you to vote.I’m sure the people on my right, I’m not referring to the Republican right, but my right–just here–I’m sure you’ll vote for these tax cuts, or I don’t believe the people will vote for you again.So I did a big deal by telling you this.But I know this group will vote for tax cuts.
Thanks.This is a very, very important part of our plan.We have had a huge success in our first term and a very important part of our plan is that we seek to reduce income taxes permanently and comprehensively.To provide emergency relief to Americans who are particularly hit by inflation, I call for no tax on tips, no overtime, and no social security benefits for our great elderly.
I also want to make the interest payments on car loans tax deductible—but only if the car is made in the United States.By the way, we will see growth in the automotive industry, which is unprecedented.The factory is opening everywhere.The deal is being concluded—unprecedented.This is a combination of election victory and tariffs.Isn’t this a beautiful word?
Together with our other policies, our automotive industry will definitely flourish.It will flourish.Today I talked with senior leaders of the three major automobile companies and they were all very excited.In fact, many auto companies have announced that they will build large auto factories in the United States, and Honda just announced a new factory in Indiana, one of the largest in the world.This happened after our great victory on November 5, which is expected to be one of the most important dates in our nation’s history.
In addition, as part of our tax cut program, we hope to reduce taxes on domestic production and all manufacturing industries.Like we did before, we will offer a 100% fee write-off.It will go back to January 20, 2025.This is one of the main reasons why our first term tax relief is so successful, and that we have the most successful economy in the history of the country during our first term.Our first term was successful.
Trade policy and tariff strategy
However, if you don’t make products in the United States, under the Trump administration, you will pay tariffs, and in some cases, the tariffs are quite high.Other countries have used tariffs on us for decades, and now it is our turn to start using tariffs on those countries.On average, the EU, China, Brazil, India, Mexico and Canada – have you heard of them?And countless other countries charge us much higher tariffs than we charge them.
This is very unfair.India imposes over 100% car tariffs on us.China’s average tariff on our products is twice as high as we impose on them.The average tariff in South Korea is four times higher than ours.Think about it.Four times higher.And we have given South Korea so much help in military and many other ways.But that’s what happened.This happens between friends and enemies.
This system is unfair to the United States, never fair, so on April 2 – I wanted to be on April 1, but I didn’t want to be blamed for April Fool’s Day – no – just one day, which cost us a lot of money.But we will do it in April.I am a very superstitious person.On April 2, reciprocity tariffs began to be implemented. No matter how much tariffs they impose on us, other countries will impose on them.This is reciprocity, back and forth.
Whatever tax they impose on us, we impose on them.If they use non-monetary tariffs to exclude us from their markets, then we will use non-monetary barriers to exclude them from our markets.This situation is also very common.They don’t even allow us to enter their markets.We will earn trillions of dollars in revenue and create unprecedented job opportunities.I did this to China and to other countries, and the Biden administration can do nothing about it because there is too much money for them to do anything.We have been exploited by almost every country on the planet for decades, and we will not let that happen again.

Thanks to the U.S. priority policy we are implementing, we have had $1.7 trillion in new investment in the U.S. over the past few weeks.The combination of elections and our economic policies, the world’s smartest SoftBank announced a $200 billion investment.OpenAI and Oracle, Larry Ellison announced a $500 billion investment, and they wouldn’t do it if Kamara won.
Apple announced a $500 billion investment.Tim Cook called me.He said: My spending speed cannot keep up.I believe it will be much higher than that.They will build factories here instead of in China.Just yesterday, the world’s largest and most powerful Taiwanese semiconductor company announced a $165 billion investment to build the most powerful chip on the planet in the United States.
We don’t give them any money.Your Chip Act is a terrible thing.We give hundreds of billions of dollars, but it makes no sense.They took our money without spending it.To them, what it means – we don’t give them money – what matters to them is that they don’t want to pay tariffs, so they come to build, and there are a lot of other companies coming too.
We don’t have to give them money; we just want to protect our businesses and people, and if they are built in the United States, they don’t have to pay tariffs.It feels amazing.You should repeal the Chip Act and whatever is left, Mr. Speaker, you should use it to reduce debt.Or any other reason you want.
Our new trade policy will also be a huge benefit for American farmers – I love farmers – and now they will sell products in our local market, the United States, because no one can compete with you.Because those goods from other countries and companies are really in a very, very disadvantageous position in many ways.

Leken was taken from us by a savage illegal foreign gang member who was arrested for illegally crossing Biden’s open southern border and then released to the United States, the ruthless policy of that failed administration.This is indeed a failed government.He was subsequently arrested and released in a Democratic-run sanctuary city, a disaster that then ended the life of the beautiful young angel.
Tonight we were with Lekken’s beloved mother, Alison, and her sister, Lauren.Last year, I told Lekken’s grieving parents that we will make sure their daughters are not sacrificed in vain.That’s why I signed the first law as the 47th President, requiring the detention of all foreigners who commit dangerous crimes that threaten public safety.This is a very powerful bill.It is known as the Lekken Riley Act.So, Alison and Lauren, America will never forget our beautiful Lecken Hope Riley.Thank you very much.
Since taking office, my administration has carried out the most comprehensive border and immigration strikes in U.S. history, and we quickly achieved the lowest number of illegal border crossings recorded in history.Thanks.The media and our friends in the Democratic Party have been saying that we need new legislation and that we must have legislation to ensure border security.But it turns out that all we really need is a new president.

The death of this beautiful 12-year-old girl and the pain of her mother and family have deeply touched our entire country.Alexis, I promise that we will always remember your daughter, you are an amazing daughter, and earlier tonight I signed an order to fulfill my commitment to you.One thing I learned about Jocelyn is that she loves animals very much and she loves nature.
On Galveston Bay opposite the place where Joslin lives in Houston, you will find a spectacular National Wildlife Sanctuary, a pristine, tranquil 34,000 acres of refuge that provides shelter for all creatures of God, located on the edge of the Bay of America.Alexis, I just officially named the reserve in the name of your beautiful daughter Jocelyn.So, Mr. Vice President, can I get that order if you want?

In January, Roberto and another agent were patrolling an area near Rio Grande River called the “Cartel Island” – which didn’t sound very good to me.When the heavily armed gunmen began shooting at them, Roberto saw his partner completely exposed to great danger, he jumped up and took action, fought back and provided his colleagues with a few seconds of time to seek safety – just barely.
